The by-laws of CAIES have prescribed its purposes and aims that are to promote cooperation and facilitate social, technical and other cultural exchanges; to advance learning and experience of engineering and science; and to encourage and to honor achievements. However, if we don’t have cohesive and efficiently working teams (committees), it is impossible to successfully accomplish such tasks. In January Director’s meeting, we formed the following Committees and appointed chairpersons:

CAIES 63 rd Anniversary
CAIES will celebrate its 63 rd Anniversary at 6:00pm on June 11, 2006 Sunday.
The dinner-dance celebration will be held at the Far East Café Restaurant.
We have invited Professor Shih Ding Huan, Counselor of the China State Council to deliver the keynote speech. Professor Shih is a long time friend of CAIES. He headed the Chinese team in working with CAIES team to co-host the US China Energy Conference as far back as 1993. As a direct result of that conference, he was instrumental in the cooperation of US Department of Energy and the then Science and Technology Commission in the area of Clean Coal Technology. Subsequently, he was appointed as the Secretary General of the Ministry of Science and Technology of China. In that position, he probably became the most fluent and eloquent spokesman of Science and Technology policies of China . Last October, when CAIES group led by President Lui visited China , Professor Shih made special effort by cutting short his oversea trip to rush back to Beijing to meet us. In his current position, he remains to be the most authoritative person in presenting the big picture development of US-China Science and Technology cooperation. We look forward to receiving our old friend and look forward to listening to his new words of wisdom. Don’t miss this event that CAIES and only CAIES can bring to you.

The Institute’s annual scholarship program is well underway. We held press conference for Chinese news media. Many papers carried our message in encouraging qualified students to apply. We sent flyers of announcement to many colleges and universities. Interview is scheduled on May 6. Selection and Notification are scheduled on May 12, 2006 . Awards will be in the Dinner Dance on June 11, 2006 .
We have appropriated $10,000 for the scholarship award. Our member Mr. Philip Ching has made a generous donation of $2,000 to the scholarship fund.
Honoree(s)
CAIES will honor its member(s) for their distinguished achievement and outstanding contribution in science and technology. As a CAIES tradition, the honorees will be kept in secret and will be announced in the party. It will be an inspiring experience to learn what our members accomplished in career and in life.
A banquet style Chinese dinner and an exciting band are arranged. We are soliciting sponsors and corporate sponsor tables. Non-member sponsor will pay $50 per person or $500 per a sponsor table. Corporate sponsor will be $1,000 per table. CAIES members will pay $35 per person or $350 per table. All members please sign up with any one of the officers or board members for your table or your seats. We’ll have a wonderful evening of good food, good fun and promoting a great course.
Upcoming Technical Activities
A significant technical forum is being planned for later part of this year in the Bay Area. CAIES is working closely with US Environment Protection Agency, the Chinese Environment Protection Agency, Professor Shih, the science and technology attaché of the Chinese Consulate General in San Francisco and other entities. The forum is action oriented. It will provide a networking opportunity for our members, Bay Area technical and business communities and our Chinese counterparts to develop further working relationship in the areas of energy, environment protection as well as sciences and technologies for sustainable development. Membership Development
‘New Blood’ is desperately needed, in an organization like CAIES in particular. We are quite successful in our membership drive. In last year or so, we have accepted over 30 highly qualified applicants to be our members. In time and through many of our activities, we’ll know our members better. Here we bring your attention to two of them and their special ‘links’ with CAIES.
Steven G. Louie, Professor of Physics, University of California at Berkeley , received his Ph.D in physics from UC Berkeley in 1976. After having worked at IBM Watson Research Center , Bell Lab and University of Pennsylvania , he joined the UC Berkeley faculty in 1980. He is a member of the National Academy of Sciences, fellow of the American Physical Society, Theory Facility Director of the Molecular Foundry at the Lawrence Berkeley National Laboratory (LBNL). He has received numerous awards including the U.S. Dept. of Energy Award for Sustained Outstanding Research in Solid State Physics and the LBNL’s Outstanding Performance Award. He has also been awarded prizes in Computational Physics and in Nanotechnology , and Miller professorships among others. He is identified by ISI as one of the most highly cited researchers in physics. To us, most importantly, he was a recipient of CAIES scholarship some 40 years ago.
Man-Chung Tang, Dr. Ing., P.E., Chairman of the Board & Technical Director of T. Y. Lin International, Inc. ‘The sun never sets on his bridges’ – the best illustration to describe the achievement of a great bridge engineer, Dr. Tang, as he has been involving with design, design review and construction engineering management of over a hundred major bridges in all corners of the world. He is a member of US National Academy of Engineering and a foreign member of the China Academy of Engineering. He is honorary professor of many major universities in China including Tsinghua University . He graduated in Civil Engineering from Chu Hai College , Hong Kong and received his Doctor of Engineering from Darmstadt , Germany . He has been heavily involved in bridge engineering in China . Five major bridges designed by him personally are now under construction there. If you attended last year’s CAIES scholarship event, you’ll remember Dr. Tang was our keynote speaker.
